The real thermal option
Mondorf Parc Hôtel is the only hotel with direct indoor access to the Domaine Thermal — you walk from your room to the 36°C sulphurous pools in a bathrobe. Room rate includes unlimited thermal access, which at €35 a day is real value. The building is dated 1980s spa-resort but the water is genuine, coming from 730 metres underground at a natural 24°C and heated up. Hôtel Beau-Séjour and Hôtel de la Poste in Mondorf village are cheaper alternatives with a discount voucher for the thermal park, a 5-minute walk away.
Domaine Thermal itself sells day passes to anyone, so you do not strictly need to sleep in Mondorf to use it. But arriving at 20:00 for the twilight session with no drive home is the point of staying there.
Non-thermal spa hotels worth knowing
In the capital, Le Royal has the most serious hotel spa — full circuit, hammam, treatments by Cinq Mondes. Sofitel Le Grand Ducal has a smaller wellness area but the view redeems it. Hôtel Le Place d’Armes has a discreet spa that non-guests cannot access. In the Ardennes, Hôtel Théâtre in Esch-sur-Sûre and Hôtel Cocoon in Berdorf both offer proper spa circuits in walking country, which is arguably a better weekend than city spa.
What you will not find in Luxembourg: destination wellness resorts on the scale of Baden-Baden or Bad Ragaz. Mondorf is the closest and it is a working spa town, not a luxury retreat. Set expectations accordingly and it delivers; expect Six Senses and you will be annoyed.

Yes if you want the evening thermal session — the park stays open until 22:00 and driving back to the city afterwards ruins the relaxation.
Do any city hotels have thermal water?
No. The thermal source is exclusively at Mondorf-les-Bains, 20 km south of the capital.
